Risk assessment is the first step in the crisis management cycle

Risk assessment is a qualitative or quantitative approach to determining the nature and extent of disaster risk by analyzing potential hazards and assessing existing conditions of exposure and vulnerability that can overall harm people, property, services and the environment. Risk assessment provides the basis for a mitigation strategy.

Planning begins with risk assessment and continues with writing and implementation, ending with assessing and monitoring it and gaining lessons learned.
